NFL PRESEASON WEEK 2 — EARLY BETTING PRIMER
This is the early information board as of Sunday night, August 16. At this stage, confirmed quarterback/starter plans deserve substantially more weight than speculation. The best early handicapping situations are highlighted accordingly.
THURSDAY, AUGUST 20
Raiders at Texans — 8:00 PM ET
Houston: This is expected to be the Texans’ first substantial starter exposure of the preseason. C.J. Stroud and most healthy starters are expected to play after sitting the opener. Davis Mills remains behind Stroud, while veteran Brett Rypien was added after Graham Mertz suffered a season-ending ACL injury.
Las Vegas: Rookie No. 1 pick Fernando Mendoza is expected to receive increased work after his preseason debut. That’s one of the more attractive developmental-QB situations of Week 2.
Betting implication: Houston has the early-game personnel advantage if Stroud and the starters receive meaningful work. Las Vegas becomes more interesting deeper into the game because Mendoza represents exactly the young/hungry QB profile worth targeting in preseason. Houston’s Rypien is essentially the opposite: an experienced journeyman recently added to fill QB3 snaps.
Early read: Houston early; Raiders potentially stronger late.
49ers at Chargers — 10:00 PM ET
Neither team has provided enough firm Week 2 starter/QB usage information yet to justify a strong personnel conclusion.
San Francisco’s developmental quarterbacks remain important because Adrian Martinez and rookie Kurtis Rourkeprovide potential late-game motivation behind Brock Purdy and Mac Jones.
Betting implication: Wait. This matchup could change dramatically once Kyle Shanahan and the Chargers announce starter participation and quarterback allocation.
FRIDAY, AUGUST 21
Jets at Steelers — 7:00 PM ET
Jets: Geno Smith’s health is the major variable after foot/ankle soreness caused his late scratch from the opener. Rookie Cade Klubnik took advantage, completing 5-of-7 passes and directing two scoring drives. Bailey Zappe struggled badly, including a pick-six.
That makes Klubnik’s QB2 push substantially more meaningful entering Week 2.
Pittsburgh: The Steelers have an intriguing young-QB component in Drew Allar, whose stock rose in the opener. Mason Rudolph’s veteran presence creates the opposite profile—an experienced quarterback trying to hold position against a younger developmental option.
Betting implication: Klubnik vs. Allar could make this one of Week 2’s better developmental-QB games. Smith’s status and the exact QB rotations are critical before taking a side.
Early read: Monitor closely.
Panthers at Jaguars — 7:30 PM ET
Carolina’s quarterback situation changed when Haynes King suffered a hamstring injury, leaving Bryce Young, Kenny Pickett and newly added Kyle Trask as the primary options.
Jacksonville deliberately rested its starters in Week 1 after joint-practice work, creating substantial opportunities for Carter Bradley and rookie Joey Aguilar.
Betting implication: Aguilar remains the most interesting potential young/hungry quarterback in this matchup. Carolina’s Pickett/Trask combination is much more veteran-oriented.
Early read: Jacksonville becomes interesting if Bradley/Aguilar are again scheduled for extensive work.
Packers at Broncos — 9:00 PM ET
Denver’s Week 1 structure was unusually favorable for preseason handicapping: Jarrett Stidham received extended work before Sam Ehlinger took over.
Ehlinger is worth following because he’s competing for position in the quarterback room and offers mobility against reserve defenses.
Betting implication: Denver’s exact Week 2 starter participation is crucial. If the Broncos increase first-unit exposure while continuing to give Ehlinger extensive reserve snaps, this could become one of Friday’s better personnel setups.
Early read: Denver watch list.
SATURDAY, AUGUST 22
Commanders at Lions — Noon ET
This has already produced one of the week’s biggest personnel developments.
Detroit: After sitting Jared Goff and most established players in the opener, Dan Campbell indicated that more starters are expected to play in Week 2. Rookie Luke Altmyer remains an interesting developmental quarterback deeper in the rotation.
Washington: Marcus Mariota’s sprained MCL will keep him out for the remainder of the preseason. Washington does not plan to replace him immediately. That means Sam Hartman and rookie Athan Kaliakmanis should receive extensive opportunities behind whatever work Jayden Daniels receives.
Kaliakmanis is particularly interesting after showing promise in the opener.
Betting implication: Detroit potentially owns the first-unit advantage, but Washington suddenly has a legitimate young-QB evaluation game once the starters leave.
Early read: Detroit early / Washington late until exact starter workloads are announced.
Falcons at Colts — 1:00 PM ET
Indianapolis has already provided one of Week 2’s clearest plans.
The Colts’ established starters will sit. Riley Leonard is scheduled to start, with Anthony Richardson Sr. following. Daniel Jones will not play.
Leonard is the key. He’s a young quarterback receiving substantial work while directly competing with Richardson for QB2. Richardson has considerably more NFL experience but also has genuine depth-chart motivation.
Betting implication: Indianapolis lacks first-unit personnel but should receive purposeful quarterback play throughout the game. Leonard fits the preferred young/hungry profile particularly well.
Atlanta’s starter plan becomes extremely important.
Early read: Strong QB-rotation situation for Indianapolis; wait on Atlanta participation.
Bills at Browns — 1:00 PM ET
This is already one of the most actionable games on the board.
Cleveland: Shedeur Sanders will start and is expected to play approximately the first half. Deshaun Watson follows in the second half. Cleveland is intentionally reversing its Week 1 order to evaluate the quarterbacks under comparable circumstances.
Sanders should also receive opportunities with better offensive personnel than he had during portions of the opener.
Buffalo: Week 1 featured Josh Allen and the starters briefly before the Bills transitioned into their reserves. Week 2 intentions aren’t firm enough yet.
Betting implication: Sanders is one of Week 2’s premier young/hungry-QB situations. A full first half with meaningful surrounding personnel in an actual quarterback competition is exactly what should receive extra weight in preseason.
Watson is less attractive from the preferred profile: an experienced former star now fighting for his career/depth-chart position.
Early read: Cleveland first half is firmly on the watch list.
Ravens at Vikings — 1:00 PM ET
Baltimore’s reserve quarterback situation became considerably more interesting.
Joe Fagnano moved up after Skylar Thompson landed on injured reserve and responded with 224 passing yards against Philadelphia. He’s an undrafted rookie whose opportunities are increasing because of both injury and performance.
Tyler Huntley remains the veteran stabilizer ahead of him.
Betting implication: Fagnano now fits the preferred preseason profile extremely well: young, hungry, previously buried on the depth chart and suddenly playing for something tangible.
Minnesota’s quarterback plan needs clarification before establishing a matchup edge.
Early read: Baltimore becomes attractive if Fagnano is assigned another large workload.
Saints at Rams — 4:00 PM ET
New Orleans used Spencer Rattler → Zach Wilson → Hunter Dekkers while keeping Tyler Shough out of Week 1.
The Rams countered with Stetson Bennett and first-round rookie Ty Simpson, giving Los Angeles a particularly interesting developmental component.
Betting implication: Simpson remains the player to monitor. If Los Angeles increases his Week 2 workload, he fits the young/high-investment developmental profile exceptionally well.
Early read: Rams QB rotation potentially attractive; await confirmation.
Giants at Dolphins — 4:00 PM ET
Miami’s Week 1 approach gave Malik Willis meaningful developmental work rather than treating him like an established quarterback who needed protection.
The Giants’ quarterback room contains an especially interesting developmental piece in Jaxson Dart, depending on how Week 2 snaps are divided.
Betting implication: Willis versus Dart could produce one of Saturday’s better quarterback-development matchups. Exact playing time matters far more than regular-season roster strength here.
Early read: No side yet.
Eagles at Patriots — 7:00 PM ET
Philadelphia’s QB2 competition remains unresolved.
Veteran Andy Dalton failed to create separation in the opener, completing only 3-of-6 for 20 yards. Tanner McKee went 6-of-10 for 35.
The intriguing player was rookie Cole Payton, who scored Philadelphia’s only touchdown and rushed for 45 yards on three attempts.
Betting implication: Dalton is exactly the veteran profile worth being cautious about: a longtime former starter now battling merely for QB2. McKee has more developmental incentive, while Payton supplies young/mobile late-game upside.
New England’s rotation must be established before determining whether that creates an actual matchup edge.
Early read: Upgrade Philadelphia considerably if McKee/Payton receive the bulk of the work; less attractive if Dalton receives another extended audition.
Bears at Bengals — 7:00 PM ET
This could become highly dependent upon Cincinnati’s philosophy after Joe Burrow and established offensive players received meaningful Week 1 exposure.
Chicago sat Caleb Williams in its opener and gave Tyson Bagent extensive work.
Betting implication: Cincinnati’s decision on Burrow is enormous. There is no reason to handicap this game as though Week 1 usage automatically carries over.
Early read: Wait for both coaches.
Chiefs at Buccaneers — 7:30 PM ET
Tampa Bay has already announced that its starters will play after largely resting them against the Jets.
That immediately makes this materially different from Tampa Bay’s opener.
The Buccaneers also have an attractive developmental quarterback in Jalon Daniels, who completed 10-of-15 for 111 yards and scored on the ground in Week 1.
Kansas City: Rookie Garrett Nussmeier remains the quarterback to watch behind the veterans.
Betting implication: Tampa Bay potentially offers an excellent preseason combination: regular personnel early + young/mobile Daniels later. Kansas City’s Nussmeier prevents automatically assigning the late-game edge to Tampa.
Early read: Tampa Bay is one of the more interesting early Week 2 teams, pending Kansas City’s starter announcement.
Cowboys at Cardinals — 10:00 PM ET
Dallas’ backup competition between Joe Milton III and Sam Howell remains relevant.
This is also the veteran-depth-chart profile worth remembering: Howell owns substantial NFL starting experience yet is now fighting merely for a backup position. Milton provides more developmental upside.
Arizona has a significant injury issue: rookie running back Jeremiyah Love is dealing with a high ankle sprain and is unlikely to play again this preseason.
Betting implication: Dallas becomes much more interesting if Milton gets the larger Week 2 workload. Arizona’s quarterback allocation needs confirmation.
Early read: Wait.
SUNDAY, AUGUST 23
Seahawks at Titans — 8:00 PM ET
This already contains one of Week 2’s most actionable starter announcements.
Tennessee plans approximately 25–30 snaps for its starters. That’s substantial preseason exposure and could take the first team well into the second quarter depending on possession count.
Seattle’s most intriguing quarterback remains Jalen Milroe. His mobility and developmental incentive make him particularly dangerous against second- and third-unit defenses.
Betting implication: This has a very clear preliminary structure:
Tennessee early: potentially 25–30 first-team snaps.
Seattle later: Milroe provides significant developmental/mobile-QB upside.
Early read: Tennessee first half deserves serious attention, depending on Seattle’s starter announcement.
EARLY WEEK 2 HANDICAPPING WATCH LIST
The strongest information currently available, without pretending we know rotations that haven’t been announced:
1. Cleveland first half vs. Buffalo — Shedeur Sanders
Young QB + genuine competition + approximately a half of work + improved surrounding personnel.
2. Tennessee first half vs. Seattle
Approximately 25–30 starter snaps already announced.
3. Tampa Bay vs. Kansas City
Starters expected to play after sitting Week 1, followed by promising young/mobile Jalon Daniels.
4. Houston early vs. Las Vegas
C.J. Stroud and healthy starters expected to see their first preseason action.
5. Washington late vs. Detroit — Athan Kaliakmanis
Mariota’s injury creates considerably more developmental opportunity.
6. Indianapolis QB rotation vs. Atlanta
Riley Leonard gets a major audition, followed by Anthony Richardson in a legitimate QB2 competition.
7. Baltimore late vs. Minnesota — Joe Fagnano
An undrafted rookie whose workload and stock are rising simultaneously.
The highest-priority information still missing is starter/QB usage from Buffalo, Seattle, Kansas City, Atlanta, Pittsburgh, Minnesota, Green Bay and several of Saturday’s teams. Those announcements can completely reorder this board, so the early primer should be treated as a personnel-information baseline rather than a final ranking of bets.
