THURSDAY, AUGUST 27

Pittsburgh Steelers at Buffalo Bills

Josh Allen will not play. Buffalo is evaluating Kyle Allen and Shane Buechele behind him, and the two have been splitting work throughout camp. Each played approximately one half against Cleveland, so another substantial workload for both is reasonable. Buffalo still considers QB2 an active competition. (Buffalo Bills)

Pittsburgh is again expected to emphasize Will Howard and Drew Allar instead of Aaron Rodgers. Both young quarterbacks need cleaner performances after combining for two interceptions and four sacks last week. Howard, in particular, enters the finale with considerable roster/practice-squad motivation.

Betting intel: This game has substantially more developmental-QB motivation than starter preparation. The weather may be every bit as important as the quarterback rotations if the Buffalo wind forecast remains around 15 mph with stronger gusts.

New England Patriots at Cleveland Browns

Cleveland has settled its important regular-season decision, but Deshaun Watson and Shedeur Sanders will sit. The finale shifts to Dillon Gabriel and rookie Taylen Green, with both getting valuable evaluation work lower on the quarterback depth chart.

New England is also expected to protect its main first-team pieces rather than treat this as a traditional dress rehearsal.

Betting intel: Cleveland’s quarterback snaps have considerably more developmental importance than the Watson/Sanders portions of the earlier preseason. Weather is also a significant variable because Cleveland could get breezy conditions and thunderstorms off Lake Erie.

San Francisco 49ers at Las Vegas Raiders

San Francisco is expected to be very cautious with established starters. Kyle Shanahan has indicated that relatively few first-team players should see meaningful finale action, while multiple skill-position injuries further encourage a reserve-heavy approach. (San Francisco 49ers)

Las Vegas remains particularly interesting at quarterback because rookie Fernando Mendoza still needs game repetitions despite Kirk Cousins having moved ahead in the regular-season competition. Mendoza has had an uneven preseason and this represents his final extended live audition before roster decisions.

Betting intel: The most useful game-day information will be the exact Cousins/Mendoza/Aidan O’Connell split. An extended Mendoza workload would mean substantial snaps for a young quarterback still being developed rather than ceremonial veteran work.

Los Angeles Rams at Los Angeles Chargers

Sean McVay continues to protect established Rams starters, leaving the important quarterback work to rookie Ty Simpson and Stetson Bennett IV, who remain involved in the QB2 decision behind Matthew Stafford.

The Chargers have their own backup competition involving Trey Lance and DJ Uiagalelei behind Justin Herbert. Herbert could receive another very short tune-up after playing only one series last week.

The Chargers’ offensive-line depth also deserves attention after losing starting center Tyler Biadasz for the season.

FRIDAY, AUGUST 28

Washington Commanders at Baltimore Ravens

Washington is expected to leave the game largely to Sam Hartman and Athan Kaliakmanis, while Jayden Daniels gets his important work in practice rather than the exhibition. Marcus Mariota is unavailable with an MCL injury.

Baltimore is similarly unlikely to expose Lamar Jackson. Rookie Joe Fagnano has earned meaningful preseason work and remains part of Baltimore’s developmental evaluation.

Betting intel: Both teams have young quarterbacks with legitimate roster/depth-chart incentive, making this more attractive from an effort standpoint than a finale dominated by veteran backups.

Houston Texans at Carolina Panthers

Carolina entered the week leaning toward resting most starters after using the joint practice for higher-quality first-unit work. Bryce Young therefore may receive little or no game exposure.

The attached Week 3 report expects Houston to give C.J. Stroud limited early work before moving toward the reserve rotation. Carolina’s later snaps could become particularly important for quarterbacks trying to remain on the roster.

Betting intel: Final starter announcements matter substantially here. If both teams sit their first units, the handicap should focus almost entirely on the reserve quarterback and offensive-line groups.

Atlanta Falcons at Miami Dolphins

Betting intel: Atlanta has substantially more first-unit intent than most teams this week. Any confirmation that Penix receives meaningful game snaps would add another layer of motivation because the quarterback competition remains active.

Tampa Bay Buccaneers at Jacksonville Jaguars

Baker Mayfield is expected to get limited first-unit work before Tampa Bay transitions into its reserve competition. Jake Browning and Jalon Daniels are worth watching closely because the depth-chart order has remained unsettled.

Jacksonville has been conservative with Trevor Lawrence throughout the preseason, making Joey Aguilar, Carter Bradley and Nick Mullens more important to the full-game personnel outlook.

New Orleans Saints at Dallas Cowboys

New Orleans still has a meaningful QB2 decision involving Spencer Rattler and Zach Wilson. Wilson is the experienced former starter trying to secure reserve positioning; Rattler is the younger developmental option.

Dallas is also deciding between Joe Milton and Sam Howell behind Dak Prescott, who is not expected to play. Milton has the younger/upside profile; Howell owns considerably more NFL starting experience.

New Orleans will also be without Alvin Kamara because of an MCL injury, affecting backfield depth heading into the regular season.

Arizona Cardinals at Green Bay Packers

Green Bay and Arizona are holding joint practices, so Jordan Love and other established starters may receive their meaningful work there instead of Friday night. That would increase Kyle McCord’s importance to Green Bay’s game plan.

Cincinnati Bengals at Philadelphia Eagles

Joe Burrow has completed his preseason work and is not expected to play. Philadelphia is likewise unlikely to need much from Jalen Hurts.

The important Philadelphia competition is behind Hurts, where Tanner McKee and Andy Dalton are still sorting the backup hierarchy. McKee is the younger developmental option; Dalton is the highly experienced former starter.

Cincinnati also has an injury worth tracking: Ja’Marr Chase left Tuesday’s practice after hyperextending his knee, making his final diagnosis more important than anything he would have contributed to a preseason finale.

Betting intel: Philadelphia’s QB split becomes considerably more appealing if McKee receives the larger share.

Minnesota Vikings at Denver Broncos

This game contains one of Week 3’s most interesting quarterback-motivation stories. J.J. McCarthy and Carson Wentz are competing for Minnesota’s backup job, putting McCarthy — a young former first-round pick — in a significant prove-it spot.

Denver is also sorting its backup hierarchy behind Bo Nix.

Weather: Recheck this forecast carefully. Some models have shown 20-plus-mph winds and gusts into the 30s, while others are much calmer.

Detroit Lions at Indianapolis Colts

Detroit is expected to protect its established starters.

Indianapolis has already provided one of the week’s clearest quarterback scripts: Anthony Richardson will play the first quarter, Riley Leonard the second, with Daniel Jones sitting.

Richardson and Leonard still have depth-chart incentive, although Richardson brings substantially more NFL starting experience.

Chicago Bears at Tennessee Titans

Tennessee’s first-year staff has been willing to give Cam Ward meaningful preseason work, while the backup room remains unsettled behind him. Will Levis has received substantial snaps and remains an important roster/trade evaluation.

Chicago’s backup picture includes Tyson Bagent, Case Keenum and Miller Moss, with Bagent’s health determining part of the rotation.

Betting intel: Tennessee has shown more willingness than most clubs to use its young starting quarterback in August. Any confirmation of another meaningful Ward workload would make the Titans’ early-game personnel particularly noteworthy.
